Description

The Finance Lead provides financial leadership for DOF’s Guyana operations while maintaining hands on responsibility for day-to-day finance activities, statutory compliance, local reporting, and interaction with the Guyana Revenue Authority (GRA) and other relevant local authorities.

The role is responsible for ensuring accurate financial reporting, effective financial controls, cash management, and compliant execution of finance and statutory obligations across DOF’s Guyana operations.

The role also supports local tax compliance, authority matters, audits, and advisor coordination as part of the broader finance function, in coordination with management and relevant regional support functions, as applicable.

Requirements

TASKS AND RESPONSIBILITIES

Key Tasks:

Operational Finance Responsibilities

  • Manage daily accounting, accounts payable, accounts receivable, payroll, reconciliations, and local statutory submissions.
  • Manage month end close and ensure timely and accurate preparation of IFRS aligned management accounts and supporting schedules.
  • Maintain complete, accurate, and audit ready accounting records and finance support files.
  • Prepare budgets, forecasts, cash flow projections, and variance analyses to support operations and management decision making.
  • Ensure financial transactions are recorded accurately and in accordance with company policy, internal controls, and local statutory requirements.
  • Support implementation and maintenance of practical local processes for finance reporting and compliance.

Strategic & Leadership Responsibilities

  • Provide financial leadership to support strategic planning and operational decision making in Guyana.
  • Maintain strong financial governance, internal controls, risk management and compliance discipline across Guyana operations.
  • Support implementation of regional and Group finance initiatives, reporting improvements, and control processes.
  • Act as a key local finance partner to operations, commercial, HR, and management teams in Guyana.
  • Help establish a scalable local finance organization and compliance framework to support business growth.

Tax & Statutory Compliance Support

  • Coordinate and support timely and accurate compliance with applicable Guyana tax and statutory obligations, including VAT, PAYE, NIS, withholding tax, annual returns, and other local filings, as applicable.
  • Support corporate income tax compliance activities, including local data gathering, reconciliations, and supporting documentation, in coordination with management and external advisors.
  • Lead day to day interaction with the Guyana Revenue Authority (GRA) and other relevant local authorities in relation to routine compliance matters, filings, submissions, information requests, notices, and follow ups.
  • Support local coordination for tax audits, assessments, reviews, statutory inspections, and authority for correspondence, in collaboration with management and external advisors.

Treasury & Cash Management

  • Manage daily banking activities, vendor payments, payroll, and local treasury administration.
  • Maintain weekly cash flow forecasting and support local liquidity planning.
  • Coordinate with Group Treasury and Regional Finance on funding, foreign exchange exposure, banking requirements, and local payment execution.
  • Support maintenance of banking documentation, signatory requirements, and local treasury controls.

Multi Entity / Guyana Platform Support

  • Support finance, statutory, and compliance activities across DOF’s Guyana operations and entities, as applicable.
  • Assist with standardization of local finance and compliance processes across the Guyana platform.
  • Support implementation of consistent local reporting, filing, and control processes as the Guyana business grows.
  • Help identify process improvements and local support requirements as the Guyana platform expands.  

EDUCATION AND COMPETENCIES

  • Bachelor's degree in accounting, Finance, or Business Administration.
  • Professional ACCA accounting qualification preferred.
  • Minimum 5+ years of finance management or senior finance experience, ideally in oil & gas, marine, offshore, or project-based industries.
  • Strong practical knowledge of Guyanese finance, statutory, and tax compliance requirements, including payroll related taxes, indirect tax compliance, and local authority interaction.
  • Experience dealing with local regulators, tax authorities, auditors, and external advisors.
  • Experience supporting multi entity or multi activity operations is preferred.
  • ERP experience (Unit4 / Agresso preferred).
  • Advanced Microsoft Excel and Microsoft Office skills.
  • Experience operating in a fast paced, hands-on environment with limited local support structures is an advantage.
